Abused 18 year old needs help leaving home?

Have her apply to fo to college, she can get financial aid and she has to has access to her birth certificate and social security card so in turn she will be able to get an id and then she can start moving out of the house, if she isn't allowed to have access to her information she is an adult and she can go to the authorities. It would look so bad on her parents if they were withholding information, esp, if she was trying to go to school. I hope this helps!
