What is that game for original xbox...?

Where you're a chinese guy or japanese and it's GTA style. I remember it's a normal crime story, but for some reason toward the end you fight a dragon. I also remember there's a scene where you throw a chopstick into someones eye. It was fun and my brother doesn't believe it existed. HELP!
