How do you make an earthquak proof structure out of popsicle sticks?

i have to build a one meter high earthquake proof structure out of 150 popsicle sticks, 5 8x11 sheets of cardstock, and 10 pairs of chopsticks. i have no idea how to build a structure THAT tall with so few materials that won't collapse or just tip over.
